European Procurement Portals: A Country-by-Country Guide

A comprehensive overview of the main procurement portals across EU member states — what each publishes, how they work, and how to access them.

Why National Portals Matter

While TED centralises above-threshold EU procurement notices, the majority of public contracts by volume are published exclusively on national portals. Understanding these portals is crucial for companies seeking comprehensive coverage of European procurement opportunities.

Countries with Dedicated TenderRadar Scrapers

TenderRadar currently operates dedicated scrapers for seven national portals, providing full coverage including sub-threshold tenders:

Portugal — BASE (base.gov.pt). Portugal's central procurement portal publishes all public contracts regardless of value. It offers good structured data and is relatively straightforward to navigate.

France — BOAMP & PLACE. France publishes procurement notices through BOAMP (Bulletin Officiel des Annonces des Marchés Publics) and the PLACE platform. French procurement is one of the largest markets in Europe.

Germany — service.bund.de. Germany's federal procurement portal covers central government tenders. Note that German procurement is highly federalised, with each Bundesland maintaining additional platforms.

Spain — PLACSP. The Plataforma de Contratación del Sector Público is Spain's unified procurement portal, covering central, regional, and local government contracts.

Netherlands — TenderNed. The Dutch procurement platform is well-structured and publishes tenders from all levels of government. Registration is required but free for international bidders.

Finland — Hilma (hankintailmoitukset.fi). Finland's procurement portal publishes both above and below-threshold notices. It provides good English translations for many tenders.

Italy — ANAC. Italy's National Anti-Corruption Authority manages procurement transparency, though the Italian market also uses regional platforms.

TED-Only Coverage

For the remaining 20 EU member states, TenderRadar captures above-threshold tenders through TED. While this means sub-threshold opportunities aren't currently available, TED coverage still provides access to the most significant contracts by value.

Expanding Coverage

TenderRadar is actively developing scrapers for additional national portals. Priority countries include Belgium, Austria, Poland, and Ireland. Our roadmap targets full coverage of all 27 EU member states.
