Why National Portals Matter
While TED centralises above-threshold EU procurement notices, the majority of public contracts by volume are published exclusively on national portals. Understanding these portals is crucial for companies seeking comprehensive coverage of European procurement opportunities.
Countries with Dedicated Tender Radar Scrapers
Tender Radar currently runs dedicated collectors for national portals in 17 EU member states. They add national and below-threshold notices that usually never reach TED, on top of the above-threshold notices Tender Radar collects from TED itself. What each collector picks up varies by portal, and Italy, at the end of this list, is a partial case:
Portugal — Diário da República and AcinGov. Portuguese tender notices are published in the Diário da República, the official gazette, and many procedures run on e-procurement platforms such as AcinGov. Tender Radar collects from both. Portugal's central public contracts portal, BASE (base.gov.pt), publishes all public contracts regardless of value. It offers good structured data and is relatively straightforward to navigate.
France — BOAMP. France publishes procurement notices through BOAMP (Bulletin Officiel des Annonces des Marchés Publics) and the PLACE platform. Tender Radar collects from BOAMP, including below-threshold (MAPA) notices; it does not collect from PLACE directly. French procurement is one of the largest markets in Europe.
Germany — oeffentlichevergabe.de. Tender Radar collects German notices from oeffentlichevergabe.de, the national procurement notice service, including notices published under national below-threshold rules. Germany's federal procurement portal, service.bund.de, covers central government tenders. Note that German procurement is highly federalised, with each federal state (Bundesland) maintaining additional platforms.
Spain — PLACSP. The Plataforma de Contratación del Sector Público is Spain's unified procurement portal, covering central, regional, and local government contracts.
Netherlands — TenderNed. The Dutch procurement platform is well-structured and publishes tenders from all levels of government. Registration is required but free for international bidders.
Bulgaria — CAIS EOP. Bulgaria's centralised electronic procurement system, run by the Public Procurement Agency, publishes its notices as daily open data. Tender Radar reads that feed for national and below-threshold contract notices and award notices with winners.
Croatia — EOJN. The Elektronički oglasnik javne nabave is Croatia's mandatory electronic public procurement portal. Tender Radar collects its national and below-threshold notices, including micro-procurement calls, as well as award notices.
Czechia — VVZ. The Věstník veřejných zakázek (Public Contracts Gazette) publishes contract, prior information and award notices, including below-threshold tenders. Tender Radar collects its contract and award notices.
Denmark — udbud.dk. Denmark's national procurement notice portal is operated by the Danish Competition and Consumer Authority. Most notices on it are copies of EU notices that also appear on TED. Tender Radar collects its national below-threshold notices and the Danish contract and award notices it doesn't already hold from TED.
Estonia — Riigihangete Register. Estonia's public procurement register is a fully electronic platform that also publishes its notices as open data. Tender Radar reads that feed for national and below-threshold contract notices; award notices are not included.
Greece — KIMDIS. The Central Electronic Registry of Public Contracts is where Greek contracting authorities register their tenders and contracts. Most of its entries are direct awards to a supplier the buyer has already chosen, so Tender Radar collects competitive procedures only, including below-threshold ones, and skips direct awards.
Ireland — eTenders. Ireland's national e-tendering platform, managed by the Office of Government Procurement, carries calls for tenders above and below EU thresholds. Tender Radar collects those calls for tenders; award notices are not included.
Lithuania — CVP IS. Lithuania's Central Public Procurement Information System is where contracting authorities publish notices and run procurements electronically. Tender Radar collects its calls for tender, including below-threshold ones, and its market consultation notices.
Luxembourg — PMP. Luxembourg's Portail des marchés publics publishes contract notices under national and EU procedures. Tender Radar collects its contract notices, including national-procedure tenders that TED does not carry, but not award or prior information notices.
Poland — e-Zamówienia (BZP). Poland's national e-procurement platform is home to the Biuletyn Zamówień Publicznych, the notice board for below-EU-threshold procurement. Tender Radar collects its below-threshold contract and award notices; above-threshold Polish tenders come through TED.
Romania — SICAP and SEAP. Romania's electronic public procurement system at e-licitatie.ro publishes contract notices, direct-acquisition notices and award notices. Tender Radar's SICAP collector picks up contract notices, including below-threshold ones, and direct-acquisition notices. Tender Radar's SEAP collector picks up award notices only, which show who won a contract rather than open opportunities.
Slovenia — eNaročanje. Slovenia's Public Procurement Portal (Portal javnih naročil) publishes national small-value and EU-level notices. Tender Radar collects its national small-value tenders and award notices.
Italy — ANAC. Italy's National Anti-Corruption Authority manages procurement transparency, though Italian contracting authorities also publish on regional platforms, making full coverage more complex. Italy is a partial case for Tender Radar: TED is the primary source, with ANAC's open data API as a fallback, so Italian coverage is currently limited to notices published on TED.
TED-Only Coverage
For the remaining nine EU member states (Austria, Belgium, Cyprus, Finland, Hungary, Latvia, Malta, Slovakia and Sweden), Tender Radar captures above-threshold tenders through TED. While this means sub-threshold opportunities from these countries aren't currently available, TED coverage still provides access to the most significant contracts by value.
Finland — Hilma (hankintailmoitukset.fi). Finland's procurement portal publishes both above and sub-threshold notices, and provides good English translations for many tenders. Tender Radar does not currently collect from Hilma, so its Finnish coverage comes from TED.
Expanding Coverage
Tender Radar continues to evaluate national portals for the remaining member states, including Austria and Belgium. Until a country has a national collector, Tender Radar covers its above-threshold tenders through TED. Beyond the EU, Tender Radar also collects from UK portals (Find a Tender, Contracts Finder and YORtender) and from international sources such as SAM.gov, UNGM and NATO.
