See the ones that fit youFrance is the second-largest public procurement market in the EU, with annual spending exceeding €200 billion — approximately 10% of GDP. French procurement is relatively centralized compared to Germany, with the Direction des Achats de l'État (DAE) coordinating purchasing strategy at the national level. France was an early adopter of e-procurement, making most tenders accessible electronically through PLACE and the BOAMP.

French procurement is governed by the Code de la commande publique (CCP), which consolidated previous procurement regulations in 2019. The CCP transposes EU directives and covers all contracting authorities including central government, local authorities, and public establishments. France distinguishes between marchés publics (public contracts) and concessions, each with specific procedural rules.

BOAMP is for finding notices; PLACE is for downloading dossiers and submitting bids. You need both. Register on PLACE early — the process takes time and you need a valid electronic signature certificate.
Below EU thresholds, many French buyers use MAPA (Marchés à Procédure Adaptée) — simplified procedures with more flexibility. These often have shorter timelines and less rigid requirements than formalized procedures.
All French public tenders require submissions in French. Technical terms, legal documents, and correspondence must all be in French. Some large international tenders may accept English for technical annexes, but this is rare.
French law strongly favors allotissement (lot splitting). Large contracts are typically divided into lots to promote SME access. You can bid on individual lots that match your capabilities.
French procurement culture values sourcing dialogue. Many contracting authorities hold journées fournisseurs (supplier days) and publish their procurement forecasts (programmation des achats). Attend these events to position yourself.
French tenders use standardized DC forms (DC1, DC2, DC4) for candidature. Keep these up to date with your company information, references, and financial data to respond quickly.

French tenders are published on BOAMP (Bulletin officiel des annonces des marchés publics) for national publication, and on TED for tenders above EU thresholds. Bid documents are typically hosted on PLACE (marches-publics.gouv.fr) or regional platforms like Maximilien. Many local authorities also use commercial platforms like achatpublic.com.
Yes. EU/EEA companies have full access to all French public tenders under EU directives. GPA signatory country companies also have access above EU thresholds. A SIRET is an INSEE business identifier, not a tax registration, and foreign suppliers don't need one: suppliers without a French establishment can be set up and paid on Chorus Pro with their EU VAT number (or a non-EU identifier).
Tender Radar brings tenders from national, EU and international portals into one feed and matches them to your company profile using AI. No more manual searching.
Paste your company website and let AI match you with relevant government contracts across Europe and beyond.
MAPA (Marché à Procédure Adaptée) is a simplified procurement procedure used for contracts below EU thresholds. The buyer sets the rules, which can be more flexible than formal EU procedures. MAPA is the most common procurement procedure in France by volume.
Allotissement is the mandatory practice of splitting large contracts into lots. French law (Article L2113-10 CCP) requires contracting authorities to divide contracts into lots unless they can justify not doing so. This means more opportunities for specialized or smaller suppliers.
Go to marches-publics.gouv.fr, click 'Créer un compte,' and follow the registration process. You'll need your company details, SIRET number (if French-registered), and an electronic signature certificate. Where a signature is required it must be an advanced electronic signature based on a qualified certificate (or a qualified signature) under the EU eIDAS Regulation, as set by the arrêté du 22 mars 2019.
