Switzerland has a mature, transparent public procurement system governed by federal and cantonal legislation. As a WTO GPA signatory, its above-threshold procurements are open to international suppliers. The market is decentralised: the federal government, 26 cantons, and over 2,000 municipalities each conduct their own procurements. Key spending areas include transport infrastructure (rail and tunnels), healthcare, IT services, defence, and consulting. Switzerland's strong economy, political stability, and commitment to quality make it an attractive procurement market for both domestic and international firms.

Swiss treaty thresholds, unchanged for 2026–2027 (Federal Act on Public Procurement BöB, Annex 4; IVöB annexes confirmed by the Intercantonal Body InöB). Sector entities: CHF 700,000 for supplies and services. Outside the treaty scope, federal buyers still need an open or selective procedure from CHF 230,000 for goods and services and CHF 2,000,000 for works, use an invitation procedure (obtaining at least three tenders where possible) from CHF 150,000 / CHF 300,000, and may award directly below those values. Cantonal thresholds are uniform under the IVöB, not set canton by canton: open or selective procedure from CHF 250,000 for goods and services (direct award below CHF 150,000; CHF 100,000 for supplies in cantons still on IVöB 2001) and from CHF 500,000 for main construction works (CHF 250,000 for ancillary trades).

Federal procurements follow BöB/VöB rules and are always published on simap.ch. Cantonal and municipal procurements follow IVöB and cantonal regulations — thresholds, procedures, and appeal routes differ. Research the specific rules of the canton where you plan to bid.
As a WTO GPA member, Switzerland must treat foreign suppliers equally for above-threshold federal procurements. International companies can compete on equal footing. Ensure you understand any qualification requirements and prepare the required certifications.
The 2021 BöB revision explicitly requires contracting authorities to consider quality, sustainability, innovation, and life-cycle costs — not just the lowest price. Highlight your sustainability credentials, quality management systems (ISO certifications), and innovative approaches in your bid.
Create an account on simap.ch and set up notification alerts for relevant CPV codes and regions. New tenders are published daily. Missing a deadline in Switzerland's precise procurement culture is rarely forgiven — build in buffer time for document preparation.
Yes. Switzerland is a WTO GPA signatory, so above-threshold federal procurements are open to international suppliers on equal terms. For cantonal and municipal procurements below WTO thresholds, access may be more restricted and local presence can be advantageous. There are no blanket nationality restrictions, but individual tenders may have specific qualification requirements.
BöB (Bundesgesetz über das öffentliche Beschaffungswesen) is the Federal Act on Public Procurement governing federal-level purchases. IVöB (Interkantonale Vereinbarung über das öffentliche Beschaffungswesen) is the Intercantonal Agreement that harmonises procurement rules across Switzerland's 26 cantons. Both were modernised in 2021 to align with each other and introduce sustainability criteria, but cantonal implementation timelines vary.

Submit your bid in the language specified in the tender documents. Federal tenders typically accept bids in German, French, or Italian, with the tender notice indicating the lead language. Cantonal tenders are usually in the dominant language of that canton. When in doubt, contact the contracting authority — they are generally responsive to clarification requests.
For federal procurements, appeals are filed with the Federal Administrative Court (Bundesverwaltungsgericht) within 20 days of the award decision. For cantonal procurements, the appeal body varies by canton — typically a cantonal administrative court or a dedicated procurement review body. The 2021 reforms strengthened transparency requirements, making it easier to identify grounds for appeal.
