See the ones that fit youCyprus's public procurement market is valued at approximately €2 billion annually, accounting for roughly 8% of the country's GDP. As an EU member state since 2004 and Eurozone member since 2008, Cyprus has a procurement system fully aligned with EU directives. The island's strategic location at the eastern Mediterranean crossroads creates a unique market influenced by European, Middle Eastern, and North African dynamics. Public procurement in Cyprus is coordinated centrally through the Treasury of the Republic, which serves as the main procurement authority for government departments. Municipal and semi-governmental organizations also conduct their own procurement. The market has undergone significant modernization in recent years with the introduction of the eProcurement platform, improving transparency and accessibility for both domestic and international suppliers.
Cyprus's official electronic procurement platform. Contracting authorities publish tenders, and suppliers can search opportunities, download documents, and submit bids electronically. The platform is managed by the Treasury of the Republic and has become the primary channel for public procurement in Cyprus. Registration is required for bid submission.

Cyprus applies standard EU thresholds as set by the European Commission. Below EU thresholds, national rules apply with simplified procedures. Low-value contracts below €15,000 (supplies/services) or €50,000 (works) may be awarded through direct negotiation or request for quotation with minimal procedural requirements.
Construction is one of the largest procurement sectors in Cyprus. Major projects include road and highway construction, port modernization, airport improvements, public buildings, and social housing. The post-2013 economic recovery has driven a significant rebound in construction investment. EU Structural Funds co-finance many infrastructure projects, creating opportunities for international contractors and engineering firms.
Cyprus is actively modernizing its public administration through digital transformation. Procurement opportunities include e-government platforms, digital identity systems, tax and customs IT systems, healthcare digitization, and cybersecurity. The government's Digital Strategy drives a steady pipeline of IT contracts, and the sector is particularly accessible to international suppliers given widespread English proficiency in the IT field.
The implementation of the General Health System (GHS/GESY) in 2019-2020 transformed Cyprus's healthcare landscape and procurement patterns. The Health Insurance Organisation (HIO) and public hospitals procure medical equipment, pharmaceuticals, diagnostic systems, and healthcare IT. Ongoing investment in healthcare infrastructure and the aging population sustain demand.
Tourism is a cornerstone of the Cypriot economy, and the government invests in tourism-related infrastructure including marina development, cultural heritage site restoration, beach and coastal infrastructure, convention centers, and smart tourism technology. Procurement covers construction, consulting, and specialized equipment for tourism facilities.
Cyprus has emerged as a significant player in Eastern Mediterranean energy following the discovery of natural gas reserves. Procurement opportunities include exploration and production support services, pipeline infrastructure, LNG facility development, and renewable energy installations. The government is also pursuing solar energy and energy efficiency targets aligned with EU commitments, creating additional procurement in green energy.
Create your account on the eProcurement platform well before any planned bid submission. The registration process requires company documentation and may take several days to complete. Once registered, set up email notifications for your sectors of interest to receive alerts when new tenders are published. Familiarize yourself with the platform's document download and bid submission features.
Cyprus has one of the highest English proficiency rates in Southern Europe due to its British colonial heritage and international business environment. While Greek is the official procurement language, many contracting authorities are comfortable communicating in English, and some tenders — especially EU-funded ones — accept English submissions. Always verify language requirements in each tender, but recognize that the language barrier in Cyprus is lower than in many EU countries.
A significant portion of Cyprus's public procurement is co-financed by EU funds, including Structural Funds, Cohesion Fund, and the Recovery and Resilience Facility. EU-funded projects typically have stricter transparency requirements, broader publication, and are more accessible to international suppliers. Monitor the Directorate General for European Programmes for upcoming project pipelines.
If you encounter a problematic procurement procedure, the Review Authority for Public Contracts (Αναθεωρητική Αρχή Προσφορών) provides an independent complaint mechanism. Complaints must be filed within 10 calendar days of the contested decision. The filing fee is proportional to the contract value. Decisions are issued relatively quickly. Engaging a Cypriot lawyer specializing in procurement is recommended for any formal complaint.

It depends on the specific tender. Greek is the official language, and most tenders require Greek-language submissions. However, Cyprus has strong English proficiency, and some tenders — particularly EU-funded projects or those of international scope — may accept English submissions. Always check the language requirements specified in the tender notice. When in doubt, prepare your submission in Greek.
Tender Radar brings tenders from national, EU and international portals into one feed and matches them to your company profile using AI. No more manual searching.

For major contracts, partnering with established Cypriot companies can strengthen your bid significantly. Local partners provide knowledge of administrative requirements, Greek language support, established relationships with contracting authorities, and logistical advantages for contract execution. The Cyprus Chamber of Commerce and Industry (CCCI) can help identify potential partners.
The Treasury of the Republic (Γενικό Λογιστήριο της Δημοκρατίας) serves as the central procurement authority for Cyprus. It coordinates procurement policy, issues guidance and standard documents, manages the eProcurement platform, and conducts procurement on behalf of government departments for common goods and services. It also publishes annual procurement plans.
Complaints are handled by the Review Authority for Public Contracts (Αναθεωρητική Αρχή Προσφορών). You must file a complaint within 10 calendar days of becoming aware of the alleged violation. The complaint must be accompanied by a fee proportional to the estimated contract value. The Review Authority reviews the case and can annul decisions, order corrections, or award damages. Visit aap.gov.cy for detailed procedures.
Cyprus's energy sector has grown significantly following natural gas discoveries in the Eastern Mediterranean. Opportunities include gas exploration and production support, pipeline infrastructure, potential LNG facility development, and related environmental services. Additionally, the government is pursuing renewable energy targets — particularly solar energy — and energy efficiency retrofits of public buildings, creating a growing pipeline of green energy procurement.
