See the ones that fit youLuxembourg's public procurement market is valued at approximately €5 billion annually, accounting for roughly 7% of GDP. Despite being one of the EU's smallest member states by population, Luxembourg punches well above its weight in procurement value due to its exceptionally high GDP per capita, significant financial sector, and the presence of numerous EU institutions. The Grand Duchy's procurement system is well-organized, transparent, and fully aligned with EU directives. The market is trilingual — French, German, and Luxembourgish — though French is the dominant language for procurement. Luxembourg's central location in Europe, political stability, and business-friendly environment make it an attractive market for suppliers. The proximity of EU institutions including the European Court of Justice, European Investment Bank, and parts of the European Commission creates additional institutional procurement opportunities beyond national tenders.

The portal provides comprehensive search and notification features. Registration is required for electronic submissions and is free of charge.

Luxembourg applies standard EU thresholds as set by the European Commission. Below EU thresholds, national rules under the 2018 law apply with adapted procedures. The relatively high national thresholds for negotiated procedures without publication reflect Luxembourg's pragmatic approach to smaller contracts.
Luxembourg is a major European hub for IT and financial technology. The government invests heavily in digital infrastructure, cybersecurity, data centers, and e-government services. The financial sector's technology needs — including regulatory technology (RegTech), high-performance computing, and secure communications — drive substantial procurement. Luxembourg's strategy to become a European leader in data-driven innovation creates ongoing opportunities.
Rapid population growth (Luxembourg is one of Europe's fastest-growing countries) drives significant construction procurement. Major projects include housing developments, the tramway extension in Luxembourg City, road infrastructure, school construction, and public buildings. The Kirchberg plateau continues to expand with new EU institutional and commercial buildings.
The government and public sector regularly procure management consulting, legal advisory, audit, and specialized expertise. The presence of EU institutions adds a layer of institutional consulting demand. Strategy, digital transformation, and regulatory advisory services are particularly in demand given Luxembourg's role as a financial center.
Luxembourg hosts the European Court of Justice, European Investment Bank, Eurostat, Publications Office, and other EU bodies. These institutions procure translation services, IT systems, facility management, security, catering, and specialized professional services. Institutional procurement follows EU financial regulations and is open to suppliers across all member states.
Luxembourg has ambitious climate targets and is investing in renewable energy, energy efficiency, sustainable transport, and circular economy initiatives. Procurement covers solar installations, building energy retrofits, electric vehicle charging infrastructure, waste management modernization, and environmental consulting. The country's national energy and climate plan drives a growing pipeline of green procurement.

French is the working language for the vast majority of Luxembourg procurement. Ensure all bid documents, technical proposals, and supporting materials are professionally translated into French by translators experienced in procurement terminology. Even if your team speaks French, have a native speaker review submissions for clarity and precision.
Don't overlook the EU institutions headquartered in Luxembourg. The EIB, Court of Justice, Publications Office, and others have their own procurement programs with significant budgets. These tenders often accept English-language bids and follow EU institutional procurement rules, which may be more familiar to international suppliers than Luxembourg national procedures.
While not legally required for EU-based suppliers, having a local presence in Luxembourg can significantly improve your competitiveness. Consider establishing a branch office, partnering with a Luxembourg-based company, or engaging a local agent. The Luxembourg Chamber of Commerce (Chambre de Commerce) offers support services for companies entering the market.
If you need to challenge a procurement decision, act quickly. Luxembourg's administrative court system handles disputes, and interim measures (référé) must be requested within approximately 10 days of notification. You will need a Luxembourg-admitted lawyer (avocat à la Cour) for court proceedings. Familiarize yourself with the process before you need it, and maintain a relationship with a local law firm specializing in public procurement.

French is the dominant language for Luxembourg public procurement. The vast majority of tender documents are published in French, and submissions should be in French unless the tender documentation explicitly permits another language. Some tenders may be published in German. For EU institutional tenders based in Luxembourg, English and French are typically both accepted.

Yes. EU-based companies have full and equal access to Luxembourg procurement under EU single market rules. The European Single Procurement Document (ESPD) simplifies initial qualification. You may need to provide equivalent certificates for tax compliance, social security standing, and criminal records from your home country. Non-EU companies should verify whether bilateral agreements provide access.
Procurement disputes are handled by the Tribunal administratif (Administrative Tribunal). You can request interim measures (référé précontractuel) to suspend a procedure, typically within 10 days of being notified of the contested decision. A Luxembourg-admitted lawyer (avocat à la Cour) is required for court proceedings. For contracts already signed, damages may be sought through separate proceedings.
Luxembourg hosts several major EU institutions including the European Court of Justice, European Investment Bank (EIB), Eurostat, and Publications Office.
